I know this may be a foreign notion, but as a third alternative you could also try asking politely if they might either take their in-character conversation elsewhere, or otherwise utilize more private channels such as /p or /t. While a small few might take offense at this, I have found that the vast majority are pleasant individuals who are not trying to upset anyone's gameplay and would be glad to oblige the request so long as they were addressed in a respectful manner. Conversely, I think it's fair to say that a lot of people (not just RPers) would just blacklist your disruptive gibberish and continue doing what they're doing.also, i dont tell them to shut up or anything, i troll the hell out of them in game when they do it in public, i know how hard it is for RPists to ignore what people are saying and they just have to read it soitalklikethisandidoitinsuchawayastowhereiamactualytalkingtothemandgivethemaheadacheandmakethemmovesomewhereelse
