That doesn't sound like hunts at all unless you're doing ones from previous expansions or killing a SB A rank with 40 people, which is far more than the hunt was meant for. SB S ranks do seem to have been toned down somewhat and this is an area of the game that I do think could benefit from scaling tech that Blizzard implemented in WoW beginning in Mists of Pandaria (scaling to the number of participants, not level scaling), but it's definitely not equivalent to smacking a target dummy when you're doing it at the proper level and with the proper number of participants. The fact that it isn't an exact duplicate of a previous game's iteration of the system hardly makes it a failure either.
