I'm new to this submarine thing. How would I go about improving the stats?

By building better parts for your submarine - you'll need to build those (check which ones give you a bonus for surveillance) in the workshop and you might have to rank up your sumbarine to be able to equip the better parts. The higher the rank, the more capacity the sub has. Play around a bit with the parts you've got to find a suitable build for your needs!
