Bartz makes a similar comment when he meets a talking turtle back in FFV, so that particular dialogue line is likely inspired by that. It could be a coincidence, of course, but given how often this game likes to reference previous titles I think it's safe to consider it intentional.The game is pretty selective about that, not to mention that was an obvious joke dialogue option (not to mention these events aren't quite canon to start with); I liked it, it was funny. Not to mention when you meet Genbu your Kojin partner will exclaim "By the kami! A talking turtle?" to the bemusement of the WoL and Tataru.

One of the Xaela at Reunion mentions a legend about a dragon slumbering in the mountains to the North. Is that a new hint about the whereabouts of one of the other First Brood dragons?

It is indeed - if you pick up the MH-quest with the dragoon-quest completed, the Xaela will say something along the lines of "There used to be this dragon in the mountains, but someone already took care of it" (that someone being you, the dragoon).
