If deleting the locally saved data didn't work, we can move onto some other troubleshooting. try some of the following:

Switch to DirectX 9 mode (select ‘Config’ from the launcher)

Update your graphics card drivers (according to your System Report, they are a little out of date)

Perform a clean boot. Simply open the task manager and select the 'Start up' Tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game. Once this is done, make sure to not run any unnecessary programs or overlays.

Set compatibility mode to Windows 7 (right click on the exe file and select ‘Properties.’ Then select the ‘Compatibility’ tab and choose Windows 7)
