Hardest single hit action? (non-dot)

sam's Guren with the 10% and 5% self bufs is 924, is nearly as strong as foul with 929.5, but its on a 1min CD.., still if you can midare and guren a single target, sam has insane burst right there (1247 + 924)

blm can sometime time 2x foul close to each other (even if not optimal for the rota), but not like sam can align midare and guren for single target burst purposes

(but with some timing, getting 2x foul close to eacher for aoe reasons, makes blm aoe burst strong... )
