True but foul can be used on one target as well so that's why I took that one into consideration as well. Kaiden Setsugekka it is then.
Not 100% sure of the final potency here, but Tornado Kick on monk I would think is pretty high up there since the job is all about stacking buffs.
The base potency is only 330, but when you consider at what point you’d use the skill, you have 30% increase from greased lightning, 10% increase from twin snakes, 5% increase from fists of fire, 30% increase from riddle of fire, and 5% increase from brotherhood makes it closer to 600 final potency.
As for actual numbers, I’ve had it hit for over 40k damage on a single target.
Monk's gimmick has always been low to mid tier damage at a rapid fire pace. And I know it doesn't matter and there might be/is a solution to this issue, but people don't like Tornado Kick on account of it dropping Greased Lightning, so it would lead to reduced damage, *especially* if Riddle of Fire was up at the same time.

I've had a 47k direct crit on Midare. Don't know that anything else hits quite that hard.
Midare is 1080 potency when kaiten is used (always) and has a 10% damage buff from jinpu.
I get what you are saying, but it's sorta counterintuitive to what I said. Any AoE action can be used on a single target, regarding of potency.
I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.
if you only look at the "base damage", foul is stronger with 929.5 potency, since the trait m&m II and enochian are always there when you get / use foul
while sam needs to activly boost his 720 midare with (a 2nd action) kaiten to reach 1080 potency (blm doenst need to boost anything to get "929.5" foul)
but if you want the total self potency you can get, than add the 10% slashing debuff and 5% self buff too (both activly from sam), than it's midare 720 + kaiten 50% + 10% + 5% = ca. 1247.4 potency
stongest base attack (no dots) has blm ca. 929.5
stongest base attack (no dots) + self buffs / self debuffs has sam ca. 1247.4
(as for dots, either sam or smn, not sure / no time to do math atm xD)

Depends on how you're using it. Tornado Kick is a DPS increase if you're using it at the end of Riddle of Fire right before executing a Snap Punch to get 1 GL stack then immediately popping Perfect Balance to get back the other two. You're dealing reduced damage for literally 3 moves while gaining a massive OGCD attack. Additionally a lot of parses of top monks show them using Tornado Kick whenever Shoulder Tackle comes off cooldown, quickly swapping to Fists of Wind to get the two GL stacks immediately.Monk's gimmick has always been low to mid tier damage at a rapid fire pace. When both my BLM and SAM had the same gear, Foul was always higher damage. I figured it was mostly ta do with the % bonus, but also weapon damage bein’ so much higher, for casters, but I suppose inna end I dunno how much that contributes. The same potency fer melee always seems lower than fer casters ta me, an’ I assumed this was the case because melee get auto attacks.
Could be current party buffs. if you're not using the ability under trick attack, or ballance, ect. On a dummy though without party buffs, sam should have a higher hit than foul.

Setsugekka realistically is about 10% higher. Caster Actions all have higher base damage due to the Magic Damage stat being higher. 400 for a Caster is significantly stronger than 400 for a Physical Combatant. Their damage is made up with Auto Attacks.
As Zerathor mentions, Foul is easily banked for Raid Windows, so while Leylines may not be the ideal timer, you can usually always fit at least one, if not two, Fouls into Raid buff windows.
And at any point where additional enemies enter the encounter, Foul blows everything else out of the water.
