Part 2 (pagos) is only weapon upgrades and some kind of hidden treasure system with snow bunnies helping you find loot. Knowing that game development has to be planned a lot in advance, they may not have had enough time between anemos and pagos to fully adapt to player feedback yet so I wouldn't make a final verdict on eureka this soon.
Mayhaps not, however this is where the delays begin to factor in. With Pagos, Eureka will have essentially been hyped for over a year. If all they have to show for it are two glorified FATE/Hunt amalgamations and treasure bunnies, they deserve the backlash that will likely be forthcoming. That doesn't mean phase three couldn't pick things up, but I feel people have a right to be far less optimistic.
