Erroneous Drop Rate?

I am uncertain as to whether or not this is an actual bug, but I thought it might be prudent to report it just to be safe.

1. At the end of Alliance Raids, there is a chest that supplies Triple Triad Cards, minions, music rolls, etc. These are typically 100% drop rates.

2. The three Raids mentioned above, however, have minion drop rates that are equivalent with mount drop rates of Extreme Primals.

3. Initially, I believed this was just an attempt at making the items more difficult to get, but seeing as Crystal Tower and the Ivalice Raid both have 100% drop rates for their minions, I was uncertain if this was the case.

If I am incorrect and the drop rates are intentional, then I apologize. But I thought it might be best to bring attention to it on the off-chance that there was an issue.

Void Ark minion has had a 100% drop rate since mid-Heavensward. The Weeping City and Dun Scaith minions do not, and the rate has never been upped/buffed despite players asking for it to be.
