    No those changes affect summoner too. There is still some delay, but it is not that bad as it was before.

    Can't see where it says it effected SMN at all, if anything it's clear it only effects SCH.

    "Scholar pet actions with cast times can now be canceled when ordered to use a different pet action.
    * Information previously published stated that changes were made to arcanist, summoner, and scholar pet actions. However, this change only applies to scholars, not arcanists or summoners. This information has now been amended."

    So I guess it was supposed to affect summoners, but it did not. But I think contagion not have that much delay as before, but can not be 100% sure about that.
