Unable to play FFXIV in fullscreen with DirectX 9.0c

I was planning on returning to FFXIV after a long break, but found out that I'm now unable to play on full screen when using DirectX 9.0c. I can only play in borderless windowed, but that eats up extra resources and makes the game very choppy in crowded areas. I was getting a stable 60fps+ in full screen before I took a hiatus, and I would like to have that back.

I've already tried reinstalling FFXIV and my graphics card driver.



When launching FFXIV in DX9.0c, I get this error screen:





I can play the game in full screen when using DX11, but there is noticeable lag with NPCs showing up and things failing to load in dungeons. Additionally, when exiting the game, I get these error screens:





I would really like to subscribe once again, but not having a smooth game is killing my motivation to play. As far as I know, FFXIV is the only game giving out the errors. After doing a bit of googling, others have had this problem after some Windows 10 update a few months back, but none of them had proper fixes for the problem aside from not playing the game in fullscreen.
