Steps:
1. Approach the NPC and select "moonfire faire items"
2. That screen is empty
3. The Moonfire faire items are under "moonfire faire II" and the actual moonfire faire II items are nowhere to be found.

Did you actually take part in the event and obtain the gear from the limited time quests? Nothing can be collected from the Recompense Officer unless you held them at least once, otherwise they normally end up on the MogStation. Can't remember if the Shishui replicas were added though...
