About black mage quest lv 70

I play 2 class before and for this third class as black mage i want to rush quickly by buying Tale of adventure for black mage lv 60 boosted but when i finish class to lv70 i cant unlock enhanced enochian and cant use the Foul skill also..i have to find lalai? But i cant find the npc..how can i unlocked the last skill for BM? Plz help me with this..tks u guys so much

The Level 70 skills and/or traits are restricted and can't gained through leveling, you have to complete your level 70 Job-Quest to get this finel skills and/or traits as reward.

Lalai is the BLM-Questgiver, she offers you the BLM-Questchain, starting from Level 60 for you, which rewards you with your level 70 skill and/or trait at the end.
You can find her in Uhl'da in front of the cathedral near the weaver guild.

Don't forget to do your jobspecific Questchains to get all of your skills. The skills and traits from 51 to 60 are all locked behind the progression of the job-quests.

On a more general note, if your current class has a class specific quest available, it is listed in the scenario guide under the current main quest (upper left corner of screen by default). You can click on this with the mouse, or use select & pick it with the dpad on controller to have the location shown on a map. You'll likely find this useful as you start to level more classes.

If youre looking for her to start the quest, she should be where she always is - near the calamity salvager in ul dah. If youre looking for her out in the field to start the big fight for the quest then the fight happens near Anyx Trine in dravanian forelands. Check up near Vidofnir if she isnt standing out in the open.
