I think Yoshi underestimated the complex structure of the community.
He's basically asking for 18 spider webs to be dissected and reconstructed into 10 new and effective ones.

Webs don't work that way, and we shouldn't have to completely reorganize our social structure like that.

With option ②, players will be given the option to transfer to another World. However, if there ends being too many players who would want to transfer over to that World, it might end up going over the set capacity and overflow the World. Since we won’t know the results would be like until the actual we see the actual results, we would end up taking a huge risk.
Simply looking at other MMO's, you'd see that this simply doesn't happen. It's like they're developing in their own isolated world, and while I'm sure that has it's advantages, looking at MMO history shows us that his concerns over options 1-3 are mostly unwarranted, due to the fact that they happen with little to no trouble.
If this is mostly a concern over European players, you can still have a recommended European server along with options 1-3.

At this point, I think server recommendations list would be the best route to keep people on both sides content.

IMO, option 1 is the best option. German/French players already have niche groups within their individual servers and if they do not, give them the option to move.

Essentially, keep all the world communities intact, but let the outcasts move.

So instead of Merging worlds in a way that would allow most linkshells to stay togeather, ie A into B, A+B into C, A+B-C into D or E, they go with the option that will cause our inactive friends to be flung to the far corners of Eorza...

Just don't assign inactive account to a server until they return, that way they at least have a chance of returning to their previous group, if they server the group ends up on isn't full.
