Honestly, if I was SE, people without an active account would not be my biggest consideration. They are not paying or playing, they are going to miss opportunities. Does it suck for them when/if they come back, yes. I'm rather sure SE find the players currently playing and paying their game, thus supporting SE, to be the bigger concern. Asking them to worry about people not playing, or even paying, for their game is asking a lot.

From a sales stand point, I know people coming back due to the server merger. They see the server merger, with anyone able to go anywhere plan, with jobs coming out; a great way to rejoin the FF14 with a fresh start.

Lastly, you can not make everyone happy. No matter what plan or what option is put forth, someone is going to be upset. Due to human nature, that upset person, is going to be the most vocal.
