To be fair, Stormblood has had multiple instances where even playing at a gradual pace, there simply isn't enough to do. 4.1 saw literally nothing unless you were a hardcore raider, PVPer and happened to be musically inclined. Three incredibly niche activities intended to last nearly four months. 4.3 did things better, what with HoH and possibly Eureka, but the latter two took forever and a day to finally release. So much in fact, the devs have already shown what to expect for 4.4. Meanwhile, we're still waiting on Pagos, which offers a weapon that has no purpose beyond glamour at this point since it will be immediately useless as an upgrade.

I doubt anyone expected content to last them indefinitely, however Stormblood has shown a punishingly lack of longevity.
