Who is SE developing content for in this game?

This is the question I would love to know. As it stands I have nothing to do yet again.

-4.3 brought; a 24man raid which 'most' do once a week, 1 new dungeon which I don't run EX roulette anymore since I don't need tomestones given ilv lasts half a year. We got another Ultimate fight, which caters to a tiny fraction of the community.... so nothing there for me.
-4.35 brought HoH, which personally I refuse to do anymore given how many hours 29-100 takes (yes I know you can find a static and portion it out... but I don't run Savage for the sole reason of not liking statics and scheduled play time).
-4.6 we get the next zone of Eureka, which if anything like the last version will last for 2 weeks to get the rewards.

What type of player are the devs trying to cater too exactly? It surely doesn't seem to be one who plays the game with any significant frequency.

Yeah I bet the people doing Ultimate don't spend their every waking hour playing FFXIV or anything.

They're doing different types of content to appease everyone, you can set personal goals for yourself if you find you've got nothing to do. Personally I've been trying to get every gear set from the new 24-man, so that content's provided with more than enough hours of playtime already, even with the weekly lockout.
You say you don't need to do EX anymore since iL lasts half a year which, is funny because a very common complaint when it comes to end-game is how much time it takes to gear up alternate classes, I severely doubt you've got a full set of 360-370 gear for every single job in the game at this point.
You don't want to do HoH or Savage despite it being content that's there and is very easy to access even with a regular PF group.
You say it will take 2 weeks at most to get the rewards from the new Eureka zone but that's assuming it's as easy as Anemos, and even then, going back to what I said earlier, I severely doubt you'll have a weapon for every single class in 2 weeks.

They're catering to everyone, if anything I'd say the only people they're not catering to is the "tiny portion of the community" who will complain no matter what type of content they release.

There is so much to do in this game, it's unbelievable. It blows my mind that peope think there is no content. Granted a lot of it is part of a boring, repetitive formula now, but by the Gods, appealing to a minority? Come on dude.

This game is an MMO, many people with different tastes are playing it. Each type of content has a main target audience within players.

I thought they were developing content for well, everyone? Or as many playstyles as possible.

I think their target audience is playerbase with jobs/careers that cannot play every single day but still wants to experience a MMO game . Which is a great thing.

To be fair, Stormblood has had multiple instances where even playing at a gradual pace, there simply isn't enough to do. 4.1 saw literally nothing unless you were a hardcore raider, PVPer and happened to be musically inclined. Three incredibly niche activities intended to last nearly four months. 4.3 did things better, what with HoH and possibly Eureka, but the latter two took forever and a day to finally release. So much in fact, the devs have already shown what to expect for 4.4. Meanwhile, we're still waiting on Pagos, which offers a weapon that has no purpose beyond glamour at this point since it will be immediately useless as an upgrade.

I doubt anyone expected content to last them indefinitely, however Stormblood has shown a punishingly lack of longevity.

the type that want to feel rewarded with little effort put into it, i/e wow mainstream (though it feels like endgame is more engaging there along with pvp. You run into more pvp battle grounds at like level 30? or so then being level cap in this game, big joke)

SOoo ofc making an easy mode game they need to artificially extend its life somehow. OH I KNOW! 450 cap tomestones, weekly lockouts, and the like. What i do not get is the massive scale of copy/paste, it is likely why you feel like there is nothing to do. I do not want to do HoH because its palace of the dead on easy mode, simply boring. (something someone told me)

list them, and try to leave out "hard content" that will simply be faceroll in 1-3 months.

I'm in the camp that feels there's little to do between each patch but even I recognize that for someone who hasn't been playing for as long as I have, there's an insane amount of content to do. I've been playing for over four years so of course I'm caught up with all my combat jobs at 70 and having to wait for the next patch for something to do. For others, there's a whole bunch of stuff they might never even get to see before they quit in a few years.

That said, I wish SE didn't design so much of the playable content to be disposable. A persistent mode with compelling grind would be welcome. Eureka could have been this, might be for some folks, but I hate it with a passion.
