Been playing in Goblin for a month or 2? and i barely see people questing or in towns. I'm almost in Ishgard if that helps. Where do people hang out? I came from ESO and i see people eveywhere but in this game. I'm feeling lonely.

The main level of Limsa Lominsa tends to be one of the more popular hang-out areas during primetime, but you will also start seeing more people hanging out in the main towns from the most recent (Stormblood) expansion content (particularly Kugane and Rhalgr's Reach). At the same time this is a game where most of the content is in instances, and also many FCs have housing, so it's not quite like some other games where the towns are bustling with players. This game also has no global chat, so that is another thing that can make some other MMOs seem more "alive." This game is really more geared towards finding an FC, or making connections with players through linkshells or other ways.
well you did make your character in a low populated server so that also explains why you dont see many players, on top of you still new and barely getting to ishgard.
but like the player above me said, you will see more in stormblood areas.
They could change /shout to be a global chat, one reason the Novice Channel is popular is because it basically is a global chat, but it is limited to only 100 mentors and i believe 500 new adventurers?
Changing shout to a global channel would also help ban the RMT shouts instantly, unlike now they seem to stay active for days shouting in Limsa because there isn't enough players reporting it.
Final Fantasy XI's shout was changed to a global channel!
One thing to consider is that a lot of people may be waiting for new content. 4.3 has been out for a little while now, and even though we had a little new content come out recently with the new deep dungeon a lot of people will probably be back on when patch 4.4 drops in September, some possibly earlier when the next phase of Eureka comes out soon.

You wont be seeing a lot of people until you hit 60-61.
In other games whenever people level alts they populate low level zones doing quests and stuff. In this game you only have to do the main quests once, every other alt is leveled through dungeons so you don't even have to leave the end game areas or housing areas, this makes the zones look more barren.
Think most stopped playing after they finish the new content. When new patch comes out then you will see bunch people returning then once they finish it they will leave again till the next patch comes out. Right now at my fc only see maybe 3 others on at a time. I use to see a lot of them on at once. They really need to think of something to keep players from leaving. How it is now just makes game boring with no one around hardly.
A lot of players in many worlds hang out in Kugane or Rhalgr's so it could be that. Definitely don't see that many players any more in starting cities.
So low level, Limsa is tops(though gridania ul dah and the gold saucer are often populated as well). Im never surprised to bump into a few people when i poke my head into Revanents Toll. Foundation you should see a few more. Idyllshire is rarely empty of my server. Then you get to the current content, and Rhalgrs and Kugane are where you see a lot of people spend their "downtime"(emphasis on "see" because people who head off to instanced housing and the like cant really be seen). If you want to bump into people outside of town, check Quarrymill(south shroud) and later on Crick(ruby sea). You can only que for PotD/HoH if youre nearby, so the area arround each will typically be a populated one. If you want to see people out in the field fighting things together, Eureka has that. Heaviest when the instances are introduced of course. But just some random guys near the ceruleum processing plant in northern thanalan(to pick one out of the way location)? Kinda rare.
