If it costs so much, they wouldn't releasing so many unnecessary items would they? Some of these listed items were recently answered in a LLP with a "if we made these items dye-able, it'd no longer be [this NPC]'s attire, so no."
(The request was using Aymeric's coat as an example.)
It's like data doesn't require space and space doesn't require more funds! It does suck, though.
thank youhttp://forum.square-enix.com/ffxiv/t...Request-Thread
This no one linked it yet, but I feel its pretty relevant to the topic: we got an official "Request Gear to be Dyeable"-Thread over in the items-section of the forum. Might be worth posting there (again) if you have any requests, assuming they're actually (still) looking it up (the german version of the thread implied a few weeks ago that the feedback was brught to the devs-attention, the english thread never got such a notice... so maybe they're only listening to german to begin with!)

I wrote in the other topic that was originally discussing this interview - I don't think he meant 'enemy' as in villain but that he's an 'enemy model' (like a monster) as opposed to an NPC model (a customisable preset body equipped with specific gear and hairstyle). So if he's modeled "all in one piece" then his gear doesn't exist as a separate object that can be equipped to other characters.
It's not purely about "not letting players dress as villains" because you can buy the Heavens' Ward armour, and they actually gave us that rather nice Garlean uniform as a quest reward.
Yotsuyu is an NPC model, so there's more chance of getting her costume, although it may be a matter of whether it works with a full range of player-character movement or only with her customised animations.
