Question Regarding "Cycling Through Enmity List" - for PC

I thought it best to ask here, just in case I'm missing the blindingly obvious I've got "Cycle through Enmity List" on hotkeys, and auto-target unchecked, yet the targets aren't staying selected. They're either jumping to the previous (or next) enemy, and using the standard targeting via hotkey is about as much use as a chocolate teapot in this game, and hate it with the strength of a thousand burning suns. But am trying to work with what I've got I guess :/

I did a Google search, most results seem to involve a controller, and doesn't seem to answer the question (as far as I could find anyways) on how to make cycling through enmity list stick (til I decided to switch). Are targets meant to auto-switch cycling through enmity list? Any help would be really appreciated.

Cyclling through a list will produce a soft target. After acting on that target, you will revert to your hard target. This is a design feature, intended to make it easy to use one-off actions (such as single target party buffs) on secondary targets and then switch immediately back to your main target.

You can convert to a hard target by pressing "Confirm" (default numpad0) before acting on it. You can rebind "Confirm" at

    /keybind
    System tab
