What is the current optimal WAR materia to be using? I know last time I checked in was STR in accessories, with Crit on the gear side. Does that still hold true with the Ryumyaku sets or should I be slotting another stat into those?

Note - These builds are at optimal play, and simulated with a Heavensward meta speedrun composition. Meld Priority - Crit > Det > TEN/DH. Slowboye built is not recommended, but if you can hack it, it is better.

Critical Hit is good - it is not the end all be all Jesus stat.
Simply because it is your best stat, does not mean that you need to abandon everything else for it. Gear wisely, not unga bunga.

I just got back after a couple of months only to be surprised that Inner Release now has 100% direct hit. Kinda nice but still doesn't solve the FC spam. Is DH still viable? or is it a case of higher crit rate but lower crit potency (Crit build) vs. higher crit potency but lower crit rate (DH build)?
A good chunk of your damage (around 30-40%) is only due to Fell Cleaves during Inner Release. Those are guaranteed to Crit and Direct Hit. The Crit stat will boost both your crit chances and your crit damage, and is considered the best substat alongside Determination for Warrior.I just got back after a couple of months only to be surprised that Inner Release now has 100% direct hit. Direct Hit on the other hand, only increases the occurrence, not the damage, thus it is useless during Inner Release. In WAR's case, Tenacity brings more damage than Direct Hit, if you really can't/don't want to afford Crit / Det materias.
So, I'd say meld Crit wherever you can, if you can't, meld Determination, and if you still can't, meld Skill Speed. Having more Skill Speed allows you to use 5 Fell Cleaves during Inner Release more easily (it is possible at 2.44s GCD, but it's far easier around 2.38s for example).
EDIT: Don't forget to meld STR on your accssories ! 25 STR is much more potent than 40 Crit or Det.

I'll be the first to say that a GCD of 2.37 seconds is super handy for better alignment of buffs, and what I personally use.

Meld priorities for war are pretty straight forward.
1. Str (basically just on each accessory
2. SS: Enough to gurantee 5 FCs under IR with your ping. Varies.
3. Crit for days.
4. Det where you cant fit crit
5. Ten/SS when you have no other option. Damage is damage.
