    I have found the issue!

    So Apparently there is a bug with controller support on steam with a recent update. It forces your controller to show up as a Steam controller which creates input issues and stops your controller from working. i fixed it by going to Steam>Settings>Controller>General Controller Settings and unchecked all the boxes.
