    Give cowls double the slot count, success rate could be as follows:-

    1st and 2nd materia would be 100%
    3rd and 4th would be = to that of a second piece on a normal item.
    5th and 6th would be = to that of a third piece on a normal item.
    7th and 8th would be = to that of a fourth piece on a normal item.
    9th and 10th would be = to that of a fifth piece on a normal item.

    SE count discount cowls from being used to get the 5 times meld achievement.
