Hissastu: Seigan is 13.3 potency per Kenki
Hissastu: Shinten is 12 potency per Kenki

If you have the Third Eye proc and need to blow it on a Merciful Eyes, you're losing out on the extra potency per kenki that Hissatsu: Seigan would provide per kenki.
