I'd put it down to "unfortunate lab accident with a Lalafellin scientist", or yet another unethical experiment, ahead of being intended to mean that the Allagans created the entire race. (Though I wonder if the subtleties of that text got lost in the translation.)
Compare the Ixals, who *are* canonically a result of Allagan bioengineering, and the game is a lot more upfront about it in the Fractal Continuum quests.
The theory goes that the Allagans made these by combining some other fish with a popoto and some aetherochemicals (as a means for finding a potential food source), and Lalas descended from the mess.
Also, the scenario may or may not involve the earliest lalas running amok and sabotaging some instruments or machinery, causing as much as Syrcus Tower to go haywire, trigger an earthquake, and collapse the Allagan Empire.

Other players. You never know what the human behind the cute avatar may be like..

Not really creepy, but the horse models in this game seem a little......off to me. I can't quite put my finger on it.
Also the paladin's lion mount, but that's probably just a result of being a chimera with the extra parts chopped off.

With those two it's the plastic looking animations and model. The eyes aren't life-like and the whole thing seems very anamatronic and wooden. It's not creepy to me, just not pleasant to look at, and slightly immersion breaking. Dragons also have that problem when talking in cutscenes

The dragons have really terrible eye focus. It's fine when you see them from the side, but from the front they're not looking at you - their eyes are staring outwards in different directions. Maybe that's anatomically correct for reptiles, I'm not sure, but in any case it makes the character look bad.

Paissas creep me out the most.

It only really looks off for Nidhogg and Rae because they're the only two dragons with irises instead of the glowing eyes that Bahamut and co. have, which disguise how awkward their facial structure really is.Yeah, the horses are really off. Their proportions are weird too.
