    You can't "fix" what isn't broke. PotD worked the same way. You have to clear each set of floors to unlock the checkpoint.

    Floor 21 start doesn’t open until you clear the full story portion and start the quest which unlocks the challenge floors. It takes maybe 30 minutes to do 1 through 20 with a group, so this isn’t really that big of an issue, nor does it really require fixing.
