If you manage your aether pool it's not too bad, if you got a static for climb to 100 x 5 you can pretty much get almost all weps if you trade in every 20 for handles.

For those asking "Why bother with these weapons when Tsukuyumi EX is easy and Pagos is coming out in a couple weeks?"
Remember, HoH only requires clearing the Ruby Sea storyline. You can get a 365 weapon from HoH without even having your first lv70 job. That is who HoH weapons are for, not you.
As for comparing it to PotD, yes PotD only needs 9 grips, but it is easier to farm aetherpool in HoH because of the guaranteed +1/+1, even if you get a group that hates chests.

I will agree to this now on the simple fact how much required you need to spam 21-30.
I can buy a 350 weapon before I am 70 as well. It is simply not worth the effort unless it is a side effect to gain exp on your 61+ job...For those asking "Why bother with these weapons when Tsukuyumi EX is easy and Pagos is coming out in a couple weeks?"

though i wonder will someone be level 70 before 99/99? or least the trick of getting 85 or w/e and buying one of those grip things and keep repeating this off the 31-100 floors..

A 350/360 weapon is not a 365 weapon. You can't buy a 365+ weapon before doing any lv70 content barring just getting carried or layout out the gil for a suit of crafted gear (in which case, this weapon is not really for you, either)
.
Whether it's worth the effort, who's to say. Back in HW, the first (bad) advice every sprout was given for fast leveling was to unlock PotD asap and grind it for both xp and a Kinna. It's no different here except that the level range is shorter.
Can you get 10 grips going from minimum level (63ish?) to 70? or even 61-70 on an alt job? Yeah it's not really that long or hard. You just keep your aetherpool at a medium but functional level so you never get dud silver chests and buy grips as you go.
Ah that's too bad. It actually wasn't too hard finding groups when I grinded up my 99 totems (talking about a long tedious grind, ugh) since everyone kinda goes with the Japanese players' strat now (healer float etc.) Hurray unified strat for once.
But people want ilvl for PFs so Tsuku EX isn't something a fresh 70 can just up and do right away for a 365 weapon, not without being carried/money/friends anyway.

1-30 gave me 17 and 21 for weapon and armor. That's three sets of floors, each set being an equivalent of running a dungeon.
At that rate, one will get the weapon long before hitting 70 on the class.
It's about 5h of playing maybe, depending on the parties you find and luck with chests. It's very likely going to be less than that...
Even if the weapon is not top of the line (stat-wise and otherwise), it's very easy to get and is gotten while you get other stuff. A good amount of experience from a decently fast queue regardless of class, potsherds for minion/orchestrion roll/emote and the stuff that can be dropped from the treasure coffers, like Sophias barding etc.
