The difference is having a bunch of characters running retainers doesn't require you to hog a limited resource. The number of retainers you have has no impact on how many retainers your neighbor can have. As long as workshops are tied to housing, whether it be FC or personal, it's going to encourage people like Oliver to hoard them at the detriment of others. Workshops would need to be decoupled from housing entirely and make 100% public and easily accessible for your comparison to hold true.

and if the airships and subs were put into a non housed location, as per my suggestion, it wouldn't either. Place subs and airships where anyone can access them without the requirement of houses or an FC.

My guess is because when making polices in the first place, they did not expect anyone to do this and act like this. Now you have to have them investigate and see what they can trace in game, who knows if they have logs going back far enough. Then even after all that is said and done, no matter what they do, they have a strict private policy to deal with. Since this person was very open, no matter what they do, or even explain what is truly a violation or not, it implies action taken on someone end ends up stuck.

The Japanese players have been doing this since housing and FCs existed. It is nothing new. If the developers are shocked that people will own multiple houses and FCs just to run multiple gardens and airships/subs and buffs... they haven't been reading this forum in the last, what 4 years.
