As of this morning, post patch, I am unable to log in due to patcher error.
First I get a download error and then I get the error code mentioned above.
I've tried deleting the game and reinstalling, still the same problem.
I'm on MacOS.

The issue you are describing is most associated with interference with the game data. Most of the time, it results from certain security/privacy changes on Safari. Other times it occurs when an application that is running in the background is causing interference, such as Anti-virus software, firewalls, media players, web browsers, etc.
Please make sure all background applications (including anti-virus programs such as Norton, Kaspersky, etc.) have been disabled and/or closed to minimize game interference.
Ensure that the latest version of Safari is installed on your Mac (even if you don't use Safari). Once Safari is up-to-date, please open the Safari browser and make sure that all Browser History and Cookies/Web Data have been DELETED. Please also make sure that "Cookies" are ACCEPTED and not being filtered.
Once these options have been adjusted, please run the Apple Update program to check that all firmware is up-to-date on your Mac OS. Once this process is complete, please re-launch the FINAL FANTASY XIV game.
If the suggestions provided above do not resolve the issue, then there is a communication error.
Check the following Port Ranges on your router/modem to ensure that the following Port Ranges have been opened/forwarded/triggered:

I'm getting a similar error code on the launcher, except the final string of numbers in brackets is different (the error code for me says [30410] [30607] [10009] [19900] [-2146893018]). I tried all the suggestions mentioned, including other suggestions I discovered online (clearing the DNS cache, rebooting the router/PC, changing the patch folders in My Games from read only, changing DNS servers in network properties, changing the 'version check number in the FFXIVBoot config to 1), and the same error code appears after logging in on the version check every time I tried launching the game (and I have eliminated both my antivirus and firewall as the cause as I completely disabled both and still got the error).
I haven't yet tried reinstalling FFXIV though which naturally is something I would rather not do if I can help it. This issue only started yesterday after the maintenance/patch - when I last logged into the game on Monday the version check went through with no errors.
I am running the game in Windows XP though so I do understand that it is an OS that is no longer supported and that no XP-specific assistance could be forthcoming. But as Sumina had a similar error with a completely different OS leads me to believe that it is not the OS causing the issue. Either way, if any help or advice that can be given on this I would be most grateful.
EDIT: tried uninstalling the game and reinstalling. Same error still occurs. I think I'm about at the point now to finally move on from XP and try installing Windows 7, it's just all the effort to do so that is going to be the issue. Either way, I'll report back how I go.
EDIT 2: I confirmed my issue was XP-specific - I installed Windows 7 32-bit with service pack 1, Internet Explorer 10 and changed the SSL properties under Internet Options, and then installed FFXIV ARR. The game patched properly with no errors and works perfectly now. So simply upgrading from Windows XP to Win 7 fixed the issue. I hope the original poster managed to get their problem fixed though.
