I spent at least 4 hours running HoH 1-30 three full times and opening 16 silver bags, it's decently rare.

I opened 199 bags and never got it, I purchased it in the end.

Uhg, new to the game, trying to get the hair. Have no idea where to start considering I'm too low level to try to get it, other than saving up 2.8m for marketplace which is a struggle.

Your best bet at that point is probably to just focus on saving gil, and maybe finding level 60+s (in an FC perhaps) who can get it/help you?
