Enable Expanded hotbars. This gives you 3 bars without having to toggle the R1 button to switch bars. I ignore my pet hotbar and place my pet abilities on my 3rd bar. Hope this helps.

Yeah this is what I did as well. If i remember correctly it was only when SB was released that we could start putting pet actions on our normal hotbars which helped a lot!

It's been possible since ARR was new (at least on PS4, though I guess it's possible some controller features only got extended to PC later).

Between the fixed skill positions on the pet hotbar, and the way it overrides normal hotbar switching, the pet crossbar is more cumbersome than it's worth. It's much better to turn off the pet bar and put its skills on regular crossbars. That does make SCH and SMN need more total skill slots than other jobs, but with expanded and W crossbars, as well as RB crossbar switching, you should be able to fit everything in ok.

If setting up your own replacement for the pet bar, you'll probably also want macros to reconfigure it according to which pet you have summoned. There have been lots of threads describing that, but here's a couple (they're old threads, but the basic design is still valid):
