Roulettes, dungeons, FATEs, PotD, sidequests, beastmen quests, PvP. There isn't really any one "best" way. Just take note of the options available to you, and pick the one that you hate the least.
So all those ways take years? maybe i dont leave them then and just stick to 1 job lvl 70
Heaven-On-High will be dropping in a few days. Basically PotD 2.0. Should be great levelling for 61-70 jobs if it's anything like PotD 1-60.
Just do Roulettes, and once you get to 50 its so easy to go from 50-70.
Hunts and beast tribe quests give a good chunk of daily exp, throw in a few fates for that sweet challenge log bonus, can knock them out waiting on roulettes or queues. Standard dungeons give good exp and keep your gear on par too, esp if you have exp buffs like squadron exp scrolls, food and fc bonuses. If you wanna make dungeons fast, put up pf, can usually find a few ppl to run them through a few times at least.
Avoid PotD after 60, wait for HoH if you wanna go that route, to me PotD got super boring super fast so I am expecting that of HoH too. Dungeons and hunts at least can shake things up a little.
Do daily roulettes with classes you enjoy playing as, or queue directly for the highest level dungeon available (or closest one that you enjoy playing).
Do solo stuff like beast tribe quests and hunting marks with classes you don't like or find difficult - ideally while waiting in the dungeon queue.
Daily Roulettes should be your first stop—from 60 to 70, Alliance Roulette and Leveling Roulette will give you a couple million EXP apiece. Main Scenario Roulette is also an option, but be prepared to set aside 35 to 60 minutes because cutscenes are mandatory in there. After that, it’s just spamming your current-level dungeons, followed by FATEs, then Sidequests.
61-62: Sirensong Sea
63-64: Shisui of the Violet Tides
65-66: Bardam’s Mettle
67-68: Doma Castle
69-70: Castrum Abania
It typically takes 4 to 5 runs per level, sometimes less if you have a first-time bonus, food buffs, FC EXP buffs, etc.

Leveling, alliance, raid, 50/60, trials and frontline... if you added MSQ to that, youre probly getting 2-3 levels per day. If 60-70 in a week is too slow for you, then i really dont know what to say.
