I'm going to have to second this notion. The entire notion of the individual GC's has been abandoned to focus on them as a united front with faction differences meaning little to nothing anymore outside of a few changes in dialogue here and there like if you're part of a specific GC the NPC's of the same GC often refer to you by rank instead of name. Due to the direction of the story I don't see them dialing it back and focusing back on our specific factions any time soon, right now all the focus is on the alliance and fighting against the empire.

Now if it reaches the point where we drive back the Empire entirely and the GC's no longer have a common enemy to unite against, they could put the focus back on the City-States and add some conflicts/tension to make the difference matter again. Not that I'm saying it needs to go the WoW direction and become an opposing faction system or add some random McGuffin to the game world that causes everyone to turn against each other, but right now the entire GC system just seems inconsequential.
