It's probably because they don't want computers made in the year 2000 to explode.

I don't know what's going on in Stormblood and the quality of outfits.
I'd normally be okay with sacrificing some quality for quantity/speed but we're getting outfits at the same rate, but lower quality.
So they really are made in 5 minutes and just stitched on.

I'm surprised you're surprised by that xD, this also happens with other items, for example The Body of the White Night and Vampire's Vest
From what someone said earlier this was an outfit offered to Chinese players first, which if the other Chinese outfits are anything to go by explains the drop in quality. I don't know if they're of lesser priority or if they're handed off to an intern but with few exceptions, those exclusive outfits tend to have the most mesh and texture issues of anything currently offered in the game.
I also think they forgot to take into account that not all female avatars have bangs.

I honestly wouldn't mind most of these costumes if their prices were a bit lower: 13,50 euro/18 USD is just too much, it's more than a sub. If it was maybe 10 at max I could maybe give it some thought but sheesh.
Oh well, moving on I guess.
I agree about the tiara - it’s very “one placement fits all” and I’m guessing it’s based on the furthest-out hairstyle. It’s a problem for a lot of the crafted flower hairpins too though, it seems that they’re placed so they sit right on “fluffier” hairstyles so they stick out a bit awkwardly on tied-back ones.
In both cases I’d like the ‘visor’ command to shift the placement of the decoration so it can be adjusted to look better.
