They're going to need to play more loose with what CC debuffs can affect bosses if the Dark Knight is to be a meaningful enfeeblement tank. The boss doing 80% damage to you instead of you taking 80% damage, these things are functionally the same. It would be nice to stun or slow bosses but in my limited experience, the ability to influence anything beyond the boss' ability to dish or receive damage is quite lacking.

Playing Paladin, aside from soaking and delivering damage, which all the tanks do, I can use cover, intervention, clemency and passage of arms. The most Dark Knight can do is TBN someone else. If I'm not mistaken, Dark Knights do a little bit more damage than Paladins, for this comparison, but should this come at the cost of practically all utility? This is taking "selfish tank" a bit too far.

I am glad Dark Knight is getting reworked, and hopefully they can incorporate a bit more interesting decision-making into the class. Honestly, I think Gunbreaker might end up being the other "thoughtful tank" I am looking for, but I'd like to play and enjoy all the tanks.
