    Honestly I disagree, I don't think they made god kefka and neo like that to entice raiders, I believe that they made those to entice ppl into trying savage. The difficulty of both is not prohibitive if ppl try.
    there was a feedback going around that savage even in creator didn't felt special enough, so I do believe they wanted to have savage abit special.

    In fact if you think about it, it's kinda like a bait, most of the ppl playing XIV are FF fans and each final tier of raid in normal lacks the main final fight of the villain they are based upon.
    the devs are saying if you want the real fight do savage.
