It wouldn't be a horrible thing to be allowed to progress by your own choice instead of because its the only way to fill in that slot.

Why would they be struggling if that new content isn't going anywhere. Who is forcing them? From your own examples they would effectively have an infinite amount of content to look forward to. I don't even know how you can call it glutting. It takes very little effective time. You are either doing it or you are not. If you felt like putzing around for an hour every time a quest told you to go somewhere, great. We've hit that thing called player choice.
