If it's a personal house, you can't. Your character owns it and the only way to swap it to another character is to demolish it and rebuy it. Just be aware once you demolish it, it's on a timer so to rebuy it immediately you'd have to purchase a different house that's currently purchasable and then use the move feature to transfer back to the property. You'd also have to redecorate as all your furnishings would be stuck on your old character. As of the last live letter, it was mentioned they have people working on allowing all your characters access to your housing, but there's no deadline and we don't know how it will function.

There is no way to transfer ownership of personal houses short of demolishing it and rebuying the plot on the second character. But you also run the risk of someone relocating to your plot while you wait out the timer, as newly relinquished plots all have an invisible and random timer attached to them that determines when they can be purchased again.

There is a way, but it's tricky and kinda expensive to pull off and requires that your server has a lot of empty plots.


(assuming your current house is a small)
1. Put 8m Gil onto your new character and buy an apt in same ward as your current house (so you can teleport slightly faster to the plot)
2. Plant them next to a small plot that has been sitting for a while (so it's not 3m, but 1.5-2m) log off character
3. Take your old character and self demolish your current house (if it's a highly desired plot like a beachfront then do this very late at night so no one steals it)
4. Log back onto your new character, buy the cheap plot in front of her for 1.5-2m gil. Build house estate.
5.Now, warp to your new character apartment (in same ward as the old house) , run up to the freshly demolished old house and buy it and choose relocation. The end


Bonus points if the old house is right next to a few cheap empty plots (1.5-2m), then you wouldn't need to buy the apartment to shave 30secs off getting to the old plot to rebuy.
If both characters are tenants in a friend's house, all the furnishings and interior fixtures can be transferred between characters using the friend's house. Exterior fixtures can be as well, subject to size and location restrictions, though most exterior fixtures are dirt cheap on the MB so it's not really necessary unless you're trying to save an expensive skin like the Shirogane Castle Walls. For transferring fixtures, the receiving character just needs to buy a cheap set of fixtures as temporary replacements until the friend's original fixtures can be placed back.
It would still require redecorating but at least items wouldn't have to be repurchased.
