Can confirm that this is not the case—all new characters have “blank slates” regardless of the progress of the main character on the account. I’ve been leveling an alt on BRD lately, and she has been getting all mapping achievements as per usual, and I had to manually complete her Hunting Log despite having it done on my main. So this is definitely a bug.
