the amount of people playing this game with everything maxed out is very very small. too small to change anything in the challenge log to cater to just them.
My Leatherworker and Goldsmith desynths are almost maxed out. Only time I craft is purely for the levels from the Namazu beast tribe. Otherwise I desynth all ltw/gsm stuff I can get from dungeons (Which there's a lot of, as well as armourer/weaver), so it's kind of 'going into dungeon, fighting to get loot to break down' for money.
It wouldnt be only catering to them though - it would also cater to the person who made the choice to only level their tanks and not touch any of the other classes. Basically to everyone whos done leveling - may it be because they've got everything to 70 or because they dont want to level anymore classes.
And as you know, the crafting and gathering challenges offer exp for crafters and gatheres only - we might not require to have all crafters at max-level anymore, but I'm pretty sure most mastercrafters (or even crafters in general) do. Same goes for the gathering part - specially since they've split bot&min from fisher. I dont think its uncommon for people to have both bot&min to max level!
I obviously dont have any data on this, but I wouldnt be surprised if a lot of people are finishing their challenge log without getting any real rewards (those 1k gil dont count...)
By that logic you shouldn't be getting tomes for roulettes you've out-leveled. And you're ignoring people who don't want to level up anything else. Of which you'll find are a lot more.
Even the roulletes at max level changes the exp reward for tomes, why not for challenge logs too?
Most my alt jobs already have mostly 330 gear except for weapons. And the only reason they don't is I'm too lazy to run things for coins for said weapons for jobs I rarely play.
Point being getting uncapped tomes is easy really. I did this without even trying really. I'll probably worry about weapons when I go to level them again.
This would be awesome. But it's a no from me to increased gil rewards. The gil you get by playing the game easily covers melds, repairs and teleports.
If you want to buy something other players have made or looted, then make or loot something other people want in order to make enough money. It's possible to make tens of millions without crafting. I sell materia, vendor dyes for fashion report, materials bought with tomes, materials bought with GC seals, things from ventures, loot from maps, loot from WT books, primal materials and dungeon drops. Materia transmutation can bring extra profit sometimes.

There are plenty of way to make gils in FFXIV outside of crafting and gathering.
- Roulettes bonus
- Challege log
- Greed every piece of gear, trade for GC seals, buy and sell valuable materials
- Dungeons (killing mobs, selling items dropped from chests and mobs/materia dropped from lvl70 dungeons/sell minions)
- Adventurer in need bonus from leveling/alliance/NM raid roulette - Rank V & VI materias
- Hunting : can buy materials and materia as well or even drop some from A rank lvl 70
- Khloe if lucky, can buy materia
- Tomestone : materials needeed for this current patch craft
- Desynth (only need lvl30 crafter to do it and doesn't involve crafting at all)
- Uznair & stuff (treasure maps)
- Sending your retainer to get some mobs materials and sell them (every hour)
- Beasts tribes : materials/dye
- Buy and resell from npc (yes, that works, some items can be bought to npc for 10 gils and sold for 5000 gils sometimes, you only need to find out).
- Deep dungeon/diadem : materia (but hard to queue for it nowadays)
Even some of the lowest level materials are still valuable.
I must forget some things but, here is a big picture.
All my crafters and gatherer classes are lvl70. But even so, I don't craft or gather and manage to earn gil pretty easily by doing what I mentionned in the list.
A lot of people still think that you must absolutely need to be a crafter or gatherer to earn gil while it's not true. Yes, of course, they'll probably be able to earn massive amount of gils thanks to rare crafted items, but with everything i've listed, you still have several way to earn gils regulary.
