Physical Resistance Debuff in Swallow's Compass

So I've just come back after a short break, and I noticed something when tanking Swallow's Compass as PLD that struck me as strange. Whenever I blocked an enemy's attack, it seemed that that enemy had a chance to receive a 4s Physical Resistance debuff that was associated with my block. When I looked more closely, I was able to confirm that it was associated to me (the countdown was green instead of white), and that it did seem to line up perfectly with blocked attacks. In many encounters, it seemed to have near-100% up-time, especially when Bulwark was up.

I then decided to pour over my abilities and traits again to make sure I hadn't missed this interesting development, but I did not find anything there about it.

Has anyone else experienced this? Is this a change to PLD that I missed in the patch notes (or which might have been omitted)? Is this new and specific to Swallow's Compass?

That's actually a Summoner effect.

Ifrit's Shield gives all party members a counterattack that inflicts the phys vuln debuff.

It's green because it's your counterattack.
