In past games, Red Mages could cast white and black magic, but they weren't as good at it as a white or black mage.
My guess here is that they are weaker versions. Would make sense gameplay and lore wise to me. Jack of all trades and all that
Potency in game alone, Flare hits for 260 potency, Holy for 200 potency and Verflare/Verholy hits for 550 potency. While it makes RDM version stronger, keep in mind that their spells are single target spells whereas the 'originals' are AOE spells.
In my opinion, RDM versions are the more focused, refined spells with less collateral damage potency. It would fit the role of RDM in XIV that the job was born with a desire to not cause the same level of devastations as the predecessors.
In addition, it takes way longer to "build up" to casting Verholy/flare then it does to casting normal Holy/Flare. Holy is a "simple" damaging spell that can be spammed. Flare is cast like normal, but consumes all MP. Unless you've prepped Umbral Hearts for it and then you can semi-spam it.
The way I see it, Verholy/flare is a "last resort" type spell. It can only be used if a fight has dragged on so long the caster has built up enough Black/White MP to cast it. Holy/Flare are semi-spammabal AOE spells and are part of a nomral AOE rotation.
Flare is 468 to the first target, actually, since the BLM casting it will be affected by Astral Fire III, then 398 to the second target, and then further diminishing potencies on further targets.

It's like the difference between using a sniper rifle and a (video game) shotgun. Flare/Holy scatter their damage over an area, Verflare/Verholy focus it on one target.
