    I have a 590 too and had the same issues, limiting the fps in the display settings fixed it for me, gpu usage went from 100% to 45%.

    This has been happening on my brand new laptop 1060. when i had a gtx 970 it was so fine that i could play two games one with controller, one with kb&M at the SAME TIME.

    Please reply to this post if this means the GPU usage is high or if the GPU-COPY in task manager gives spikes, because if so, then I am a culprit of this.

    I'm having the same issues, which may explain the DX11 crashes and DX9 freezes. My GPU is pegged at 100% utilization unless I throttle the max framerate down to 30FPS in game. After throttling, the usage goes down to 60-70%.

    I'm using a GeForce GTX TITAN X.

    GPU performance change before and after you started having the issue: Previous NVIDIA drivers 432.00 via Windows device driver install (letting Windows install its own rather than going to Nvidia directly)

    So here's my take on this. I've had this issue in the past as well and to me it seems more like an nvidia issue. I can get the game to play flawlessly if I don't install any nvidia extras just using Windows 10 to download the driver automatically. The latest drivers always seem to mess everything up. Only issue is, without newer drivers you can't play newer games hence this post. I've just reinstalled 432.00 drivers and the game runs perfectly. Haven't been able to figure this out, it's not gsync either as I've tried on and off. With the faulty drivers, FF14 runs perfectly in windowed mode as well, but not full or borderless. At a loss with this one.

    GPU performance change before and after you started having the issue:
    The GPU utilization isn't about what it was before, more that there's an irregularity that I'm unsure of and would like to know if it's normal or not?
    Before with my previous card (MSI RTX 2070 Super Gaming X), I would regularly see the similar area around 70-80 FPS. Same Processor.

    Now, with my new Video card (MSI Radeon RX 6900 XT GAMING X TRIO 16G), I see much wider swings in performance between some sanctuaries and other land areas. Limsa Lower Decks has the most extreme in lows by far for me, with 50-60FPS. I can post/report more areas as I notice them.
    GPU Utilization in Limsa Lominsa Lower Decks swings between 60-80 percent, but the core clock speed bounces wildly instead of steady like in other areas.

    Another thing to note (I'm not sure if it's AMD specific) If I'm Full screen only with 2560x1440 144hz, I gain 10 fps (from 50 to 60) then Borderless Windowed mode.

    Edit: Weather just changed in Limsa Lominsa Lower Decks from clear to fog. I gained 20fps from ~50 to around ~70.

    GPU performance change before and after you started having the issue:
    Noticed that my FPS was dropping to about 60 or even lower depending on what was going on in that area when I was typically getting 160+ while in raids or dungeons. Found out it was mainly linked to Limsa Lower Decks. Upper decks is slightly better hitting about 90-100. Went to Gridania and it was also at about 60. Non sanctuary areas were normal at 160+. When checking GPU-Z, the PerfCap Reason is listed as being idle while in Limsa Lower Decks. On the upper decks it will occasionally spike up in usage which would explain the slightly higher FPS. Here is a short clip of it recorded in OBS using window captures. The FF14 window is the active window the entire time of the clip. The setting to lower FPS when the window isn't active isn't checked as well.

    currently back to (Adrenaline 21.2.3 RELEASED 2/17/2021)

    Pretty much the same spec as you, i had the same issue when i went from (21.2.3 RELEASED 2/17/2021) to (21.3.1 RELEASED 3/24/2021) and (21.3.2 RELEASED 3/26/2021) utilization is broken and the fps is horrible lol. went back to 21.2.3 3440x1440 max settings can run 165 on my 165hz monitor just want to say your not alone definitely not suggesting to revert =D that is up to you just want to share if you want a working driver for the meantime it's (21.2.3 works well no issues) crazy thing is only FFXIV was having that issue all my other 40+ games installed was working normally.
