Additional Data Needed Regarding GPU Utilization Issues

To answer your questions.

Date & Time: All the time honestly. Every time I play FF XIV
Frequency: Every time I play.
World Name: Leviathan
Character Name: Jibs J-
Party or Solo: Both
In-Game Time: Every time I play.
Area and Coordinates: Every where (Do you see a pattern?)
Steps:
1. Nothing needed I just start up the game and its at 100% GPU use the moment I leave the character select screen and load into the game.
2. Ive done clean installs using DDU (Display driver uninstaller)

GPU performance change before and after you started having the issue: It kicks to 100% usage the moment I start playing.

GPU: RTX 2070
Driver Version: 419.67 (has happened with many prior drivers as well)
CPU: AMD Ryzen 2700X
RAM: 16 GB DDR4
Hard Drive: Samsung Evo 970 M.2 1TB Drive
OS: Win 10 Pro 64 Bit
OS Version: 1809 (Build 17763.379)
Graphics Settings: Ultra (But it happens no matter what I select.
FPS Limit: (System Configuration > Display Settings > FPS Limit) It happens with all limits because most the time the limiter is broken in Full screen and borderless with Gsync on.
