    There were occasions where I had unexplained FPS drop with my Nvidia 3080, the solution I did was to use the Nvidia experience optimizer to optimize the graphics for the game. After that my FPS returned to normal and you can still change the graphical settings in the ff14 configuration menu after. I hope this might work for you.
