Additional Data Needed Regarding GPU Utilization Issues

my big problem is massive fps drop..this occurs from the patch 4.3 until now
i tried every way to improve but nothing changes.i heard that someone got this trouble related to window update or something else.but i tried to fix even lower the game settings
-tried to clean everything unnecessary to boost for the fps in game..when i log in the game..i saw my fps back to normal is 100-110 fps and then drop slowly to 20 even 17..almost cant play game

Date & Time: 10/09/2018 before the patch 4.4 released
Frequency: Very often-always

Party or Solo: Both
In-Game Time: any time
Area and Coordinates: Happens anywhere
Steps:
1. Login
2. Stand at point within few minutes and then to step 3
3. Suffer severe fps drops at anytime- anywhere

GPU performance change before and after you started having the issue: GPU used to run very smoothly before and then started having serious issues using about 100%, which causes horrible framerate drops at random points. Framerate drops seem to occur anywhere, under any circumstance, regardless of what is going on around. I drop from 110fps to 17-25fps instantly and quickly
