It's an interesting idea, my only thing is that ppl don't need to get endgame gear. If you aren't running savage/ultimate you really have no need for it. Also min item level doesn't take away any abilities it's the actual synced character level that does that. I just think it would be more stressful for ppl that don't have the interest or skillset for endgame content to try to get through it and still have issues with the actual content and mechanics.
