1.20c new item search feature window doesnt appear?

Hello,
The small window displaying the item and the materia types attatched to it does NOT appear when i hover my mouse over the player selling regardless of it having materia on it or not. is there any way i can get this working? i dont see how i can be online if 1.20c errored in download. Its almost like i didnt even recive the patch even tho patch version says 1.20c. But my main issue is where is the window? and why doesnt it appear to me when i hover my cursor over the seller as stated in patch notes. Please HELP!

edited: I changed window sizes and reser UI and rebooted numerous times and no changes. Still shows no window
