    I think it's not just his head doing this but seeing how even WOW is doing it to amazing results.
    I Mean no patch in legion or even release content on legion was already in the game at launch and it seems to me that more games are going for this staggered release approach.
    Before we had difficulty and gring as a way to make patches feel plumpy, now the gaming world has changed and production can't meet demands, as such they've started with staggered release, which also makes ppl sub for more,.

    Althpugh I could counter that argument with the point that doing it for a longer period could lead to players subbing only for late month in the patch if they really care for their moneys.

    For now we are not yet in what I would call danger zone, but it could creep into the story quests (and we already have the last patch before expansion using this).

    Look to how antorus and nighthold were staggered in their release then watch how terrible was the staggered release on broken front in legion, especially that quest asking you to farm a certain quantity of nether shards or whatever which then the quest giver revealed to you that he actually needed only one, imagine now that wine fetch quest as the ONLY new content coming during a week.
    This is what I fear might happen eventually
