SE has stated multiple times FFXI and XIV will never have OWPVP because the huge majority of Japanese players are against it.

Very few people would want to play as DoL or DoH jobs.
Materials and equipment would become scarce.
Prices would sky rocket at ridicules rates.

The armoury system, the ability to change job when you want, is one of the key features FFXIV has and one that majority of people enjoy. To remove it would be a truly awful idea.

HMMM the idea is good to exist as a side quest that happens every day ... just like behest is... where you need a gatherer a miner and guards for them for a certain time ... and kinda rewards all of winner team in the end ...

FF just isn't good for PVP, especially open world PVP. It sucked in XI, it would suck here. As a side thing to spend a little time, it has it's fun side. To be taken seriously, it would fail. Just how it is, I don't get why people keep suggesting it. The battle system is too slow, too simple. There would be no way to balance it for every class to have a chance against another player. Maybe they'll introduce something like Ballista at some point but I doubt any serious PVP and especially world pvp will ever exist.
